The Daily Herald has published a story detailing recent changes to the Board of Police and Fire Commissioners in Elgin. The article highlights how the city is reshaping its oversight of public safety hiring, bringing in new perspectives while maintaining resident control. In a recent vote, the Elgin City Council approved a restructuring of the board, which previously consisted of five local residents but had been understaffed since 2010. Now, the board will include three residents, along with the police and fire chiefs. Experts suggest that Elgin may be the first municipality in the state to formally involve the heads of public safety in the decision-making process. This change came after a committee meeting where Mayor David Kaptain and council members John Steffen, Toby Shaw, John Prigge, and Terry Gavin initially supported adding the police and fire chiefs, as well as the director of human resources, alongside two residents. However, at the final vote, Steffen proposed removing the HR director and replacing them with a third resident, ensuring that local voices continue to hold the majority on the board. Steffen argued that this shift would preserve the traditional role of residents while still allowing the police and fire departments to have a say in hiring decisions. Shaw noted past mistakes, such as when individuals with gang ties were hired as officers. City Manager Sean Stegall clarified that these incidents occurred in the early 1990s, and that background checks are now conducted by city staff, not the board itself. Additionally, the council approved a change in educational requirements for certain police officer positions, lowering the standard from a bachelor’s degree to 60 college credit hours. This adjustment applies specifically to veterans with three years of active service, current officers with three years of experience, community service officers with similar experience, and participants in Elgin’s Police Explorer program who have completed four years and 400 hours of service. The updates reflect a balance between accountability, expertise, and community involvement in shaping the future of Elgin's public safety workforce. Thanks, Dan.
