Many manufacturers expressed concerns over the potential impact of such a short distance requirement, arguing that it could lead to market saturation and reduce the effectiveness of specialized dealerships. An industry expert highlighted that while encouraging regional marketing models is positive, limiting the distance between stores to just 4 kilometers might result in excessive competition, harming the long-term sustainability of dealership operations. In addition, the upcoming "Automobile Brand Sales Management Regulations" are expected to address how domestic and imported vehicles are managed within joint ventures under the new industry policy. The proposed changes may require operators to have both brand agency rights and operating licenses, not just the right to sell cars. Furthermore, each brand’s dealership must be an independent business entity, ensuring clearer accountability and operational structure. Yu Jianhua, Deputy Director of the Department of Commerce, mentioned in a recent interview that there is growing concern about the transition period ending next year and how vehicle imports will be handled once quota permits are fully phased out. He emphasized that the government is committed to complying with WTO obligations and will eliminate all non-tariff barriers according to the established schedule. According to Yu, the overall approach to managing the automobile sector will align with four key principles: compliance with WTO rules, adherence to China’s Foreign Trade Law, consideration of national realities, and alignment with practices followed by other WTO members. He believes that adopting international standards for managing imported vehicles and parts will help shape a more efficient and transparent auto market in China.
