The Ministry of Commerce of the People's Republic of China has announced that it is currently working on developing supporting measures for its new automobile industry development policy. Among the proposed changes is a regulation that sets the minimum distance between car dealerships at 4 kilometers, a significant reduction from the previous 15-kilometer requirement. At a recent meeting with key automotive industry leaders, the topic of dealership spacing sparked considerable debate. Many manufacturers expressed concerns over the potential negative impact of such a tight distance requirement, arguing that it could lead to oversaturation in certain areas. An industry expert highlighted that encouraging regional marketing models would be more beneficial for long-term growth. However, if a manufacturer insists on opening a store within 4 kilometers of another, it may result in unhealthy competition and hinder the development of specialized dealerships that currently have limited influence in product promotion. In addition to the distance rule, the upcoming "Automobile Brand Sales Management Regulations" are expected to address how domestic and imported vehicles are managed under joint ventures, in line with the broader industry policy. The new rules may also require that motor vehicle operators not only have the right to sell vehicles but also hold brand agency and operating rights. Furthermore, each brand’s dealership must function as an independent business entity. Yu Jianhua, Deputy Director of the Department of Commerce, recently stated that many industry players are concerned about the transition period ending next year and how vehicle imports will be managed once quota permits are fully eliminated. He emphasized that the government is working diligently to comply with WTO commitments, and will eliminate all non-tariff barriers according to schedule. The guiding principles for all regulatory approaches include compliance with WTO regulations, alignment with China’s Foreign Trade Law, consideration of national conditions, and adherence to international practices. According to Yu, referencing common methods used by other WTO members to manage imported vehicles and parts will shape the future of China’s auto import market.
