New automobile industry policy and consumer policy are expected to be bundled

The Deputy Director of the National Development and Reform Commission, Zhang Guobao, recently announced that the new "Automobile Industry Policy" is expected to be officially released within the next three months. According to Zhang, the policy will serve as a key tool to guide and regulate automobile consumption in China, working in tandem with other related policies. This move comes after years of development and refinement, with the original "Auto Industry Development Policy" first introduced in 1994 by the former State Economic and Trade Commission. Since 2001, the National Development and Reform Commission has been revising the policy, and in April of last year, a draft version was made available for public comments. In May, the initial draft was sent to relevant government ministries, SAIC, and FAW for further discussion. By September, major industry groups, legal experts, and professionals had engaged in detailed discussions on the preliminary draft, particularly focusing on its potential implications under WTO regulations. Following this, the revised draft was submitted to the State Council, where it was approved in principle during a recent executive meeting. During the annual meeting of the China Automobile Industry Association held in Wuhan from March 22 to March 26 this year, officials from the NDRC shared their expectations regarding the imminent release of the new policy. However, the process of finalizing the policy has not been without challenges. There have been ongoing debates between different stakeholders. Some experts argue that China's auto industry is already integrated into the global automotive supply chain and that a separate industrial policy may no longer be necessary. At the same time, NDRC officials emphasized their stance during the association’s meeting. They pointed out that most developed countries have comprehensive laws governing highways, traffic, and vehicles. In contrast, China still lacks a complete vehicle law. Therefore, introducing a dedicated automobile industry policy before the vehicle law is fully established is essential to ensure the industry develops in a healthy, orderly, and sustainable manner. Regarding the argument that industries like color TVs do not require specific industrial policies, officials at the NDRC rejected the comparison. They explained that the automobile industry holds a much more strategic position globally, and given the current weakness of China’s auto sector, it cannot afford to be left to market forces alone. A well-structured policy is crucial to support growth, enhance competitiveness, and align with international standards.
