New automobile industry policy and consumer policy are expected to be bundled

The Deputy Director of the National Development and Reform Commission (NDRC), Zhang Guobao, recently announced that the new "Automobile Industry Policy" is expected to be officially released within the next three months. According to Zhang, the NDRC plans to integrate this policy with existing automobile consumption strategies to better guide the industry's development. This move comes after years of preparation and extensive consultation. The original "Auto Industry Development Policy" was first introduced in 1994 by the former State Economic and Trade Commission to shape China’s automotive sector. In 2001, the NDRC began revising the policy, and in April of last year, a draft version was made available for public comment. By May, the initial draft was shared with key ministries, SAIC, and FAW for further discussion. In September, major industry groups, legal experts, and professionals gathered to review sections of the draft that might relate to WTO regulations. After these discussions, the revised version was submitted to the State Council and was approved in principle during a recent executive meeting. During the annual meeting of the China Automobile Industry Association held in Wuhan from March 22 to 26 this year, officials from the NDRC emphasized the importance of advancing the new policy. Despite the challenges in finalizing the policy, debates over its necessity continue. Some experts argue that as China’s auto industry has become part of the global supply chain, a separate industrial policy may no longer be needed. However, at the association's annual meeting, NDRC officials clearly stated their position. They pointed out that most developed countries have comprehensive laws governing highways, traffic, and vehicles. Currently, China lacks a complete vehicle law, making it essential to introduce an industry development policy before such legislation is finalized. This, they argue, will help ensure the auto industry grows in a healthy, orderly, and sustainable manner. In response to critics who compare the auto industry to sectors like the color TV industry—where industrial policies were less impactful—NDRC officials emphasized that the automotive sector is far more critical and competitive globally. Given that China’s auto industry is still relatively weak, it cannot afford to be left to market forces alone. A well-structured policy is necessary to support growth, foster innovation, and maintain long-term stability in the sector.
